ZHUHAI DECLARATION
(THE DECLARATION OF WORLD ECONOMIC DEVELOPMENT)
Peace and development are the common aspiration of people of all countries and are the main themes of today's world. As peace is the basis for development, peace and development are interdependent and interactive. It is our common duty to safeguard world peace, and promote economic development.
In order to promote the establishment of a new world economic order featuring equality, interdependence, mutual benefit and common development, in this new millennium, as Chinese and foreign economists, Nobel Prize winners, and leaders of multinationals and other enterprises, we jointly issue "The Zhuhai Declaration":
1. Interdependence
Under market economy conditions, countries and economies trade in goods and services with and invest in each other. Closed countries and economies cannot effectively participate in the world economy, thus compromising their economic growth. Therefore, all countries and economies, according to the principles laid down by the United Nations and the World Trade Organization, must be open, interdependent, and develop together.
2.Scientific and Technological Progress
Science and technology play an important role in economic development. Science and technology should be conducive to the establishment of a highly efficient and rational economic system. Progress in science and technology should be vigorously promoted and the results in this field be applied wisely so that economic technology better serves the economic growth of all countries and the improvement of the livelihood of the people.
3. Efficient Use of Resources
The finite abundance of natural resources of all kind, including manpower, energy and raw materials, necessitates their use, according to the laws of natural science, in an efficient manner. According to the principle of comparative advantage, global resources should be distributed in an optimized manner to the utmost.
4. Sustainable Development
The relationship between human and nature should be properly handled so that population, resources and environment interact with each other in a virtuous circle, which will offer a favorable environment for steady economic growth and ensure the sustainable economic development of the world.
5. Distribution
Increasing incomes and wealth must be fairly and equally distributed among all countries and within each country. The relationship between distribution and efficiency should be handled properly and efforts should be made towards justice in serving the needs of all people in the world, irrespective of their sex, race, culture and religious belief. The relations between the South and the North shall be improved. The developing countries should be assisted in their capacity building and poverty alleviation efforts in order to promote the common prosperity of people worldwide.
6. Competition
The world economic development system should be designed to maintain competition and oppose monopoly. Interdependent nations and producers should be encouraged to compete with each other in a fair and proper manner and on the basis of integrity and credibility. Competition is conducive to production, economic growth and efficient use of limited resources. Monopolies should be opposed as they could inhibit free trade and equal opportunities. Fair competition should be promoted in the international market.
7. Financing of Economic Development
The prevailing economic setting must be kept stable in order to ensure the smooth operation of the free trade system. A more fair and reasonable financial system for facilitating the flows of funds to support international economic development must be put in place, thus allowing the gains from free trade to benefit all nations.
8. Economic Development and Education
Education and skill development must be promoted for all people, no matter where they come from and regardless of their race, sex and income level, to eradicate illiteracy and ignorance. Human resources should be vigorously developed to facilitate economic development.
9. Human Aspects in the Economic Development
Human beings are both producers and consumers. Producers should be encouraged to provide consumers worldwide with high-quality products and services to serve the long-term well being of all people. This is an eternal principle that all our actions shall follow.
We are ready to work together with governments, enterprises and people from all walks of life, who are committed to world peace, human progress and common development, to build a glorious 21st century.
